俄央行：资金被网络诈骗犯窃取 银行赔偿8.7亿卢布
俄罗斯央行(Bank of Russia)首次发布了银行向客户偿还网络诈骗犯窃取资金的年度统计数据：2019年，银行为客户因未经授权的交易而被盗走的8700亿卢布进行了赔偿。
2019年，十分之七的资金盗用行为是利用社会工程技术进行的欺诈或滥用投资者的信任。民众直接向网络罪犯提供数据，结果造成他们的资金损失——很大一部分资金就是这样被窃取的。根据法律规定，如果客户遵守了合同条款，特别是如果客户没有向诈骗者提供导致资金损失的数据（电话号码、短信密码、CVV等），银行必须将被盗资金偿还给客户。客户向诈骗者提供机密信息是最普遍的违反合同条款的行为。大约一年前，俄央行推出了一种新的报告形式，帮助追踪信用机构是否切实遵守了对被盗资金进行赔偿这方面对法律。
大部分资金(约30亿卢布)是在公民在线支付商品和服务时被盗的。高达22亿卢布的资金通过远程银行系统被盗。2019年，5.25亿卢布的资金在自动取款机和支付终端被盗。欺诈者进行了572,000笔交易，在未经客户同意的情况下从个人账户中提取了约57亿卢布。网络诈骗者通过4600多笔未经授权的交易从法人实体那里窃取了7.01亿卢布。
