ESMA发布有关AIF领域杠杆风险的最终指南
欧洲证券和市场监管局（ESMA）日前在其官网发布一份最终指导意见，以解决另类投资基金(AIF)领域的杠杆风险。
该指南制定了共同标准，以促进国家主管当局（NCA）的方式趋于一致。内容包括：
- 评估在AIF领域使用杠杆在多大程度上有助于金融系统系统性风险的积累；
- 设计、校准和实施杠杆限制；
该指南遵循了国际证监会组织提出的 “两步法”，并将这一方法转化为欧洲框架。此外，该准则为国家认证机构提供了一套在进行风险评估时需要考虑的指标，以及国家认证机构在校准和实施杠杆限额时应考虑的一套原则。

ESMA指南遵循欧洲系统性风险委员会（ESRB）于2018年4月发布的关于如何应对投资基金的流动性和杠杆风险的建议。ESRB要求ESMA就AIFMD(2011/61/EU指令)第25条制定指导意见，该条规定NCA要识别AIF部门使用杠杆导致金融系统系统性风险、市场无序风险或经济长期增长风险的积累程度。
下一步工作
该指南现将被翻译成欧盟官方语言，并随后在ESMA的网站上发布。并将在译文公布后两个月开始适用。
