泡沫不会自己消亡，风险也不会自动散去，只能转移。把全民的金融风险，转换到某些投机分子身上。尽量不让汇率贬值，也用行政管控限制，尽可能的限制外汇流出，为改革、为债务转移、为风险置换争取时间。在几乎所有货币对美元均有较大贬值的背景下，显然，人民币汇率有“补贬”的压力。
