Wall Street's three main indexes rose Tuesday following the withdrawal of the Russian military from the Ukrainian border, the troop withdrawal confirmed by Russian Land Ministry spokesman Igor Konoshenkov sent the Dow JOnes up 1.22%, or 422 points, while the S&P 500 rose 1 .58% or 69 points and the Nasdaq Composite Index experienced its biggest gain in 2 weeks, up 2.53% or 348 points
