不尚贤，使民不争；不贵难得之货，使民不为盗；不见可欲，使民不乱。是以圣人之治也，虚其心，实其腹；弱其志，强其骨。恒使民无知无欲也，使夫知不敢，弗为而已，则无不治矣。
不表露自己某种崇尚贤德的倾向，使民众不起争执之心；不推崇那种特别难得到的贵重的物品，使民众不做盗贼；不表现出自己的欲望，使民心不乱。有道的领导者治理，让民众的心是空的，也就是减少欲望，让民众饱腹；减弱民众的欲望，强健民众的骨骼。一直使民众处于一种无知无欲的纯朴的状态，使那些为满足自己欲望而用各种手段的人，不敢这样做，这样就没有什么治理不好的。
这段话主要是讲一个领导者应该怎么治理这个体系的。作为普通人我们如果也能减少欲望，不去攀比买名牌，只买自己实际需要的，把更多的资金用到对自己健康有好处和提升思想的方面，那么普通人也可以一直处于满足快乐的状态。
