Where a Public Servant is appointed to a grade ,the minimum salary of which is more than the salary he is in receipt of at the minimum of the higher grade ,provided that the resulting increase shall be no less than the value of one increment in the higher grade to which he has been appointed . For the purpose of this rule,an officer's salary at date to his new appointment shall be taken to mean his hypothetical salary at that date i.e.his substantive salary plus credit for increment earned
